Globally and in focus geographies, the David and Lucile Packard Foundation continues to fund grantee partner work to foster an enabling political environment and secure funding commitments for family planning.
- Strengthening commitment to family planning in Ethiopia, Rwanda, andDRC: The Foundation continued supporting partners working at the national and sub-national level on improving political and financial support for increasing access to high-quality family planning that have contributed to expanded advocacy and service delivery.
- Strengthening partnerships to advance access and quality in South Asia: In India, grantees have undertaken advocacy, communication, and accountability activities to increase access to and demand for quality family planning services. In Myanmar, grantees are engaging the government and service providers in expanding contraceptive education and usage.
- Donor collaboration in multiple geographies: The Foundation continues to collaborate with multilateral, bilateral, and recipient country governments, resulting in heightened political will and financial resources being channeled to family planning education and services. The Foundation has provided ongoing support to AmplifyChange, a pooled fund focusing on solutions for the most neglected SRHR issues. Since launching in 2014, the fund has shown consistent growth and reach and has supported over than 750 grants in 62 countries, totaling more than $80 million.
The Foundation has continued to promote a woman-centered and youth friendly approach to quality services. Efforts include:
- Quality and access in Sub-Saharan Africa: The Foundation’s Sub-Saharan Africa subprogram makes targeted investments in Ethiopia, Rwanda, and DRC. Our funding is focused on improving quality of family planning and reproductive health services and task shifting to expand access in the public and private sector. Investments in the region also focus on expanding access to youth-friendly sexual and reproductive health services (e.g., supporting work in Rwanda to test innovative, youth-led digital
models for AYSRH). The Foundation also makes strategic investments to support the scaling up of services; shifting socio-cultural norms to enable communities and families to support young people to make their own sexual and reproductive health decisions, including a delay of early marriage and first pregnancy. - Quality and access in South Asia: The Foundation’s South Asia subprogram makes deep investments in Bihar, India, with targeted investments in Uttar Pradesh, and select states of Myanmar. In India, the program continues to improve access to quality services in public and private sectors, improve family planning counseling and method choice, and further develop comprehensive sexuality education approaches. In Myanmar, the program aims to accelerate access to family planning through strategic advocacy, training of providers, and technical assistance.
- Championing the Quality and Rights agenda: The Foundation’s Global Family Planning portfolio funds initiatives conceptualizing, measuring, and monitoring quality; strengthening service delivery practices and policies; and mobilizing stakeholders to advance a rights-based approach to quality.
The Foundation partnered with organizations to develop better indicators and measures of quality of care that are “person-centered” and to create a community of practice around this work.
